抗日戰爭期間，海外愛國僑胞籌集了一筆善款存于瑞士銀行，作為抗日經費，提款的密碼只有一個代號叫“財神”的人知道，但是“財神”從海外返回祖國時不幸被日軍捉住，關在了732號集中營內。為了營救“財神”，中方派出了最優秀的特務天字一號（洪金寶 飾）、天字二號羅森（譚詠麟 飾）、 天子三號草木蘭（梅艷芳 飾）在集中營外與日軍頭領周旋收集情報，天字四號華英雄（劉德華 飾）在集中營內接應。華英雄與獄友花生米（陳百祥 飾）、臭鴨蛋（樓南光 飾）、大香蕉（成奎安 飾）、棉花糖（鄭則仕 飾）一起合作，與日軍大佐（龍方 飾）斗智斗勇。最后在飛虎隊成員，以及眾多抗日勇士的幫助下天字特務組終于拿到了密碼獲得了經費。 本片的明星陣容非常強大，融合了香港影壇近30位優秀演員參演，曾志偉、莫少聰、苗僑偉、陳勛奇等人也只是有幾個鏡頭。
