1937年11月8日太原淪陷，軍隊南撤至臨汾。一時間，這座晉南重鎮成為山西乃至華北的抗戰中心。此時，八路軍部隊中的一個特殊建制單位——八路軍學兵隊在臨汾劉村鎮成立。在一百多天時間里，六百多名熱血青年在這座抗戰熔爐“鑄煉成鋼”。 《底色》情節主要圍繞學兵隊女兵區隊一班女兵們的訓練、生活和愛情故事展開。面對來臨的戰爭，面對艱苦嚴苛的訓練，面對與戀人的生離死別，八路軍學兵隊的經歷為這群年輕姑娘的人生噴繪了一層鮮紅堅實的底色。 本片還講述了《游擊隊歌》的誕生過程。青年作曲家賀綠汀為八路軍的事跡所鼓舞，在學兵隊駐地連夜創作出這首膾炙人口的抗戰歌曲。“我們都是神槍手，每一顆子彈消滅一個敵人”的歌聲迅速傳遍敵后游擊戰場，唱響大江南北、長城內外，成為鼓舞全民抗戰的精神力量。
