華探長張鐵柱（李修賢飾）打拼十幾年才有了探長地位，此人嫉惡如仇不事逢迎，與新任督察羅Sir多有摩擦，辛苦破案結果反被后者刁難。另一方面，悍匪“法官”（成奎安飾）一伙購槍策劃大行動，偷車賊偉仔（周星馳飾）被法官收為外圍助手，向其提供犯罪用車。法官與手下狂牛（黃光亮飾）和雞翼( 何家駒飾)等人洗劫賭檔，同一天偉仔因偷車嫌疑被張鐵柱抓捕入監，賭檔事發，羅Sir不顧張鐵柱作證將偉仔定為嫌疑人，令張與偉仔二人大為不滿。張鐵柱將偉仔釋放，同時要求偉仔合作抓捕法官一伙。購入武器的法官一伙戰力大增，行事愈發囂張，與其他幫派當街火并，偉仔被卷入殺人案件，只得配合張鐵柱，一警一賊終于開始合作……
