平靜明媚的一天，大海上突然傳來路飛（田中真弓 配音）撕心裂肺的哀號，原來在他睡覺的時候，他最最鐘愛的那頂草帽竟然不翼而飛。了解到草帽的重要意義，草帽海賊團的伙伴們齊心協力幫他尋找。在這一過程中，喬巴等人還救助了一個奄奄一息的老海賊（山口智充 配音）。不久，眾人發現一只奇怪的禿鷲叼著路飛的草帽在空中盤旋，于是眾人從天上到海上展開了一場大追逐。與此同時，海軍也集結了最強大的力量圍捕草帽海賊團。為了一頂草帽，空前絕后的戰爭由此上演…… 本片為漫畫家尾田榮一郎原著《海賊王》第11部劇場版動畫，首次采用3D制作，與3D版《美味獵人》同時公映。
