本劇根據唐元稹所作《鶯鶯傳》及元王實甫所著《西廂記》改編、發展、敷演而成。實乃元稹自傳。唐時，已故相國千金鶯鶯及侍婢紅娘，隨老夫人過洛陽，見難民當道，因而痛罵迎面相遇的“洛陽知府”。誰知被罵者越挨罵越高興，原來此人竟是名播海內的才子張生。張生本來便恃才傲物蔑視官府，挨罵后便乘興寫下名詩《農家怨》譏刺朝政。洛陽知府夏昌銜恨伺機報復，先派艷妓勾引張生，企圖壞其名聲，一計不成又設法誘出張生不滿朝政之言論，將其堂審收監。張生毫不屈服，詬罵不止。后經友人設法營救出監，但已與官府結下仇隙。
